Amend Chapter 6 of Title 16.  It shall be unlawful to have carnal knowledge with a disabled person (person with a mental or emotional illness, developmental disability, or addictive disease) who is incapable of granting consent.  This crime is punishable by imprisonment for not less than 10 nor more than 20 years.
